12% Interim Reduction in Agricultural N/P/Sediment Pollution by 2030

Commitment: Achieve a 12% reduction in total nitrogen, phosphorus, and sediment pollution from agriculture into water by December 2030, as an interim milestone toward the statutory 40% target by 2038. In catchments with protected sites in unfavourable condition due to nutrient pollution, the interim target is 18%.

Relationship to the 2038 target

This is the interim milestone for defra-agri-water-quality-40pct-2038. The 12% interim reduction is Pillar 1 (regulatory compliance) alone — the first milestone that can be tracked before voluntary ELM uptake scales up.

The 2030 interim target (12%) is primarily delivered by Pillar 1 (regulatory compliance alone). Pillars 2-4 provide most of the remaining 28% required by 2038.

Key risk: SFI simplification

The sfi-simplification-water-quality tension directly affects this commitment. SFI Pillar 2 voluntary uptake contributes 3% of the 40% final target. The January 2026 SFI simplification reviewed payment rates for the specific actions (buffer strips, riparian management) that deliver Pillar 2. Reduced uptake would affect the 2038 target more than the 2030 interim (which relies primarily on regulatory compliance).

Monitoring challenge

Until 2030, tracking uses proxy indicators: soil nutrient balance trends, scheme uptake rates, and post-inspection compliance rates. Direct pollution measurement is slow to show statistically significant trends at national scale.
