What the GMPP is
The Government Major Projects Portfolio (GMPP) is the register of the UK government’s highest-value and highest-risk infrastructure projects. NISTA (National Infrastructure and Service Transformation Authority) reviews all GMPP projects and publishes annual data on their delivery confidence ratings.
780 projects with a total whole-life cost of approximately £790bn are in the current GMPP.
Current delivery confidence (NISTA Annual Report 2024)
| Rating | Projects | Description |
|---|---|---|
| Green | Minority | On track |
| Amber | Majority | Some concern |
| Red | 31 | Significant concern; £198bn whole-life cost |
The 31 red-rated projects with £198bn in whole-life costs represent the core of the delivery-confidence-fiscal-ambition tension: the government projects £725bn investment but £198bn of the pipeline is already at significant delivery risk.
Key context
- MOD has the largest departmental portfolio (47 projects)
- Red-rated project types include defence procurement, digital transformation, transport, and some environmental schemes
- The IS data correction (industrial strategy investment figure revised from £100bn to £72.33bn) also affects GMPP figures
Delivery history
- [2023] NISTA established from Infrastructure and Projects Authority (IPA)
- [2024] NISTA Annual Report: 27 red-rated projects
- [2025] Annual update: 31 red-rated projects — deterioration over 12 months; whole-life costs £198bn
